Black Mesa Apts., Garrison, take top state property awards On June 22, Jerry Garrison and Black Mesa Apartments, the Cimarron County property he manages, took top awards from Oklahoma 's Rural Development Agency. The awards came at the annual Rural Housing Association's statewide convention. Garrison took the manager of the year award and Black Mesa was named the Outstanding Property. There are about 600 similar properties throughout the state, in communities of less than 20,000 population. Greg Combs, director of operations for Sierra Apts. Inc. expressed his gratitude for Garrison's efforts and for the Nolan Ottinger Family Lawn Care Service and Ferguson Plumbing who take care of the lawns and their sprinklers.
